Can you code elevated blood pressure as hypertension?

If the physician states the patients blood pressure is elevated, it should be coded as 796.2.  According to ICD-9-CM you should, " Assign code 796.2, elevated blood pressure reading without diagnosis of hypertension, unless patient has an established diagnosis of hypertension.  Assign code 642.3X for transient hypertension in pregnancy."
